Which do you perfer ... Dominate Heel World Champion or Dominate Face World Champion?

definitely a dominant heel. When you are the champion for too long, fans start to resent you (ala John Cena) so, a heel works better, because fans already dislike him. Plus, its a more compelling storyline to have the face climb his way to the #1 contender spot, and try to defeat the villain for the belt, than it is the other way around. When the champion is a face, it just isn't the same to watch bad guys try to beat him, it makes for better TV when the good guy is doing the chasing.
