Help out an English girl about Cesar Millan .?

Cesar is a above average trainer. Anybody who says otherwise isn't being honest. He has some silly and off the walls ideas (hopefully for the camera only). But he understands pack structure, he understands that corrections are needed to have a fully trained dog. You can't bribe a dog into respecting and obeying you with treats alone...period. It's okay to give food to teach a behavior but once he's learned it he must have consequences for ignoring commands that he knows.
